As I mentioned earlier in this thread, you can't currently fully debootstrap powerpcspe, because of some packages that aren't compiled yet, for example apt, see <https://buildd.debian.org/status/package.php?p=apt&suite=sid> or gzip. (My original message where I pointed this out: [1]) I expect that this will change in the future (because from what I gather there doesn't appear to be a BD loop in the base system from what I can tell), but there's only one buildd so far, so it might take a while.
