There is no ppc64 in Debian. There is powerpc which is 32bit (although it does have 64bit kernels available as well as some 64bit libraries similar to i386). My understanding of the reason for ppc64el is that when you work with video cards and use things like CUDA, the fact that the video cards are designed for little endian x86 machines means that the data structures they expect are little endian.
