I just noticed the powernowd package was removed as obsolete via this bug report:
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=602052 I was under the impression that ondemand frequency scaling in the kernel didn't work on powerpc and only a userspace governor works through a daemon like powernowd.
