I would expect that it is a specific problem with that very mirror and not a general problem with your system. You might want to edit your /etc/apt/sources.list and change ftp.egr.msu.edu with some other server from the exhaustive list on <http://www.debian.org/mirrors/list> - try several to see which one works best for you.
