This comes from the login package.
You can fix this by removing/commenting the lines for these configuration
variables in /etc/login.defs.

When you updated login, you should have been asked whether you want to use
your own /etc/login.defs or use the maintainer's one, or make a diff,
weren't you?

There is also an entry in the login's NEWS file about this. It should have
been displayed if you use apt-listchanges.
