I don't know about a specific ppc answer, but I use to read mpc audio files through xmms w/ a special plugin (I let you look for it on google, I miss the link). The choose the wave-out (or disk-writer, I've forgotten) output plugin in xmms... and get .wav files. Then re-encoding them into mp3 format would be trivial.
