laptop-mode-tools is not a deamon but a set a script hooked where it matters to nicely integrate with debian. For your case, Bart implemented a always-on mode (LAPTOP_MODE_ALWAYS_ON), that's what I use (in my case because my hard-drive is too noisy to my taste).
