Have you already discussed this with the team behind http://swfdec.sourceforge.net/ ? I guess you are not concerned by this license if you don't use the macromedia documentation but reverse-engineer the format (in the appropriate country). Anyway for me the conclusion is that flash must be ignored and that I don't need a plugin for it.
