The short answer is yes: Jaguar will work on an HFS+ or UFS partition. (AFAIK, OS 10.x will work on either HFS+ or UFS partitions, and OS 9 will work on either HFS or HFS+ partitions.) Either mac-fdisk or Disk Utility (the OS X disk partitioning tool) can be used to make these (it's not the tool you use that matters as much as the type, size, and order of partitions.)
