This problem installing locales-2.2.5-12 is due to a failure in the last build of glibc on powerpc. The origin of that problem was that a flaw in the glibc debian build scripts was being tickled by the new stricter fileutils in unstable. Other arches happened not to have the unstable version of fileutils installed on their build machines when glibc 2.2.5-12 got built and escaped the problem this time around...
