The locales dependencies are broken at the moment because of a bug
(on all arches) in the glibc build against fileutils 4.1.9 in unstable.
This has finally caught up with the autobuilders (since they randomly
had either the woody or sid fileutils installed when building glibc).
For now you could install the 2.2.5-9.woody.4 packages and that should
get you a set that would install the matching locales.
