Did you try "apt-cache search pppoe"? Or, you could download the .deb straight from the debian website (I'm assuming this mail was sent using Mac OS X), put it on a shared drive that both Linux and Mac OS X can read, and then just "dpkg -i pppoe.deb" (or whatever) after you've booted into Linux. I don't have pppoeconf in my system, but maybe you could try "adsl-setup" which kicks off a configuration script. HTH...
