There are two kernel options that dhcp needs but which often seem to be left off on Debian PPC kernels. I think they are CONFIG_PACKET and CONFIG_FILTER, but I'm not sure. I found this out by running /sbin/dhclient-2.2.X -- try it, and if this is your problem, it will give you a helpful message telling you so. I solved this by compiling my own kernel. Gordon.
