Do you have woody in your /etc/apt/sources.list? But I actually didn't use apt; I just manually used curl (not wget, argh) to download it from <URL:http://http.us.debian.org/debian/pool/main/g/glibc/> Note you'll also most likely need the libc6-dev and locales packages from that directory too.
