You don't pass that as an option to the kernel, you have to add a line like the following: dev.mac_hid.keyboard_sends_linux_keycodes=1 to your /etc/sysctl.conf. You may have to boot with the 'init=/bin/bash' flag so that the keymaps aren't changed (after which, you'll have to manually mount all your filesystems, or at least / and /usr).
