No, it's part of the kernel source now. Here is the comment from Maio:

"In the kernel configuration, under Ethernet (10 or 100Mbit), I put NO
for "Generic DECchip & DIGITAL EtherWORKS PCI/EISA", and YES to "DECchip
Tulip (dc21x4x) PCI support".
