no it doesn't.  you need to set --partition correctly.

impossible, that is telling yaboot to literally boot
/target/boot/vmlinux-2.2.18pre21 from the root filesystem, unless you
have /target -> / symlink on your root partition that will NEVER
work.  

also --image=/foo is invalid syntax to mkofboot.  

the problem was he forget to include the --partition 11 switch.
