Well, these lists have been in existence for as long as I've had access to the mailing list server. I changed the sparc buildd to use them, and I'm hoping that the other ports will follow along. Right now these ports have lists for "debian-<arch>-changes" (stable) and "debian-devel-<arch>-changes" (unstable and frozen):
