No, Yes, No, and bummer. :^)  Unfortunately you can't boot from the IDE 
card because it's not a Mac card.  I have an old/small/slow SCSI drive 
that boots a minimal MacOS 8.6 system with BootX.  The Promise cards based 
on the PCD202xx chipset are well supported under Linux.  (IIRC, mine is a 
20268.)

I'm not sure about support under OS X.  Nothing turned up in a quick Google 
search, but I also vaguely recall hearing something a while ago about 
Jaguar or Panther having native support for a bunch of generic cards.  

It could also be quite interesting getting OS X to run on a 9500, even with 
a the upgrades.  OS X generally wants a minimum of 256MB these days, 
halfway decent graphics hardware (which none of the Beige Macs had :) ), 
and even some of the older NewWorld machines have trouble keeping up.
