At least it works on i386. 

It seems the problem is that module-assistant does not install the 
kernel-kbuild-2.6 package and even if it's installed manually, the
necessary symlinks from the headers to kbuild scripts are not made.
 
Another problem is that kernel-images do not have corresponding
kernel-headers packages, i.e. there's kernel-image-2.6.9-powerpc, but
only kernel-headers-2.6.9 (without the -powerpc extension), so that
module-assistant does not find the correct headers by itself.
