Here are the debdiff between my build vs. the in archive build from ~2 months ago. As you can see, there are no delta in file listing (that is, files added, remove or had ownership changes). There are some metadata changes including size delta, which I have attributed to my build using a newer version of sphinx and possibly sphinx-rtd-theme-common (that is, I saw it as irrelevant delta).

$ debdiff debian-policy_4.7.0.1_all.deb original-policy/debian-policy_4.7.0.1_all.deb File lists identical (after any substitutions)

Control files: lines which differ (wdiff format)
