When Russ brought up concerns I didn't want to add stop energy to making things better. But I also am generally happy with policy today. I find it useful and refer to it often. I find that with almost all of my NM applicants I end up asking them to look at policy at various points in the process and they do not run into trouble using the document. The only reason they did not before is they were not in the practice of doing so.
