I think this should be okay now.  Policy uses the normal translation
framework, so if a part of it has been updated and the translation is out
of date, I believe that section will revert to English (if I understand
how the translation machinery works).

That said, we haven't tried to incorporate translation work in a while, so
some of the machinery has probably rusted and will need repairs.
