In section 4.11 we have "This is an optional, recommended configuration file ..." and in other places too it seems that 'optional' gets used to mean, specifically, that a computer program is not going to shout at you if something is not present. Additionally, I think that 'may' gets used in a few other ways -- it comes up very many times and I haven't checked all of them. So how about adding "In such cases, ..." right before "... these words describe decisions ...", to clarify that your new text is not exhaustive regarding usage of 'may' and 'optional' in Policy? -- Sean Whitton
