That's an over simplification, but it's approximately correct. I'm saying that this is an approach the TC could use, rather than an approach that the TC should use. I'd hope the TC would evaluate whether they thought it would be productive rather than blindly using any procedure. Similarly, I'm hoping that in such a case individual TC members might consider being involved in the policy process where appropriate. --Sam
