First of all let me thank Sean for moving this issue forward. Let me also reiterate what the whole point of this bug report is again. The bug reporter, myself and others would like to reduce the unnecessary amount of boilerplate in debian/copyright. The brackets are not the important part of our proposal, they were just meant as a means to appease those people who think it isn't already clear where they can find the full license text of common licenses on our systems.
Please keep it simple. I disagree that we would need a version bump of copyright format 1.0 which had to be documented in every debian/copyright file again by changing the Format field. A simple amendment would also do the trick which could be referenced by the Policy and our copyright format 1.0 document. Updating a single tool, a parser like Lintian, is far more efficient than updating ten thousands of source packages again. I don't think that shouldn't get in our way to solve this bug. Please also read what Joerg Jaspert has written in https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=883950#80 again. Even the ftp-masters prefer a keep it simple solution and they support our proposal to reduce boilerplate. Thanks Markus
