This would be a good way to proceed if we are indeed able to get consensus on what the new behaviour should be. I've been pushing the debhelper route because I suspect that consensus will not be forthcoming, given what's happened when people have tried to resolve this bug before, but I'd be very glad to be proved wrong! -- Sean Whitton
