The reason for this is that the process for making changes will become much longer than editing a wiki page (requiring seconds etc.), so we would want to ensure the policy is more complete than it is now. If you want to go ahead and do this, please file a bug against debian-policy, with a patch that adds the JavaScript policy to our repo.
