Yes. If you read the Developer's Reference, d/changelog is meant to be "user visible" changes, and NEWS.Debian really urgent user visible changes. Which is different from the distinction between the upstream CHANGELOG and NEWS distinction we've been working with in recent e-mails to this thread... -- Sean Whitton
