Hello, I second Charles' patch.
I'll note that as a policy delegate I'll make the following purely informative changes to the patch once committed: - don't qualify with dpkg version number since it is older than the version in oldstable - move the text out of <footnote> tags since we're trying to reduce the number of footnotes in Policy. -- Sean Whitton
