The patch attached to the original bug reports looks fine and still applies, so I'm just here to say: Seconded fwiw, this is a case of following old legacy cruft in policy being harmful so would appreciate this being fixed asap. IIRC I talked Ondřej out of following policy on this which also resulted in this bug report when we faced a deeper issue during stretch development timeframe (that ofcourse we should fix at the root of the problem rather than just hide by following outdated practises in every package on top).
