No idea. I guess Debian PTS blindly copies & displays any Vcs-*:
fields as the URL.
It would then work if that field would be a valid url e.g.:
http://anonscm.debian.org/gitweb/?p=dgit-repos/dgit.git;a=commit;h=1ce58351167dc6e9410f07bc4989f7c21940ba22
