I think that is a bad idea. Sometimes the right way forward is not immediately apparent, and giving the problem its due time will cause the solution to become obvious. The fact that we don't have a solution (yet) doesn't mean we don't want a solution, nor does it mean we should give up. "wontfix" is for things that the maintainer disagrees is a problem; surely you don't think that is the right attitude here. While I can understand your desire to limit the number of open requests to the policy group, and even share it to some extent, I don't think you should close bugs just because immediate discussion doesn't find a solution. -- Copyshops should do vouchers.
