Here's two patches to start cleaning up the appendix sections. I can

Subject: [PATCH 1/2] Refer to the dpkg man pages for programs not described in
the appendices
This will allow to progressively remove specific program sections, that
have been either integrated into the policy or the dpkg documentation.

Subject: [PATCH 2/2] Remove appendix sections for dpkg-genchanges,
dpkg-parsechangelog and dpkg-architecture
These sections are minimal and are already covered by either the main
policy sections or the dpkg documentation. Because they are located at
the end of the appendix, they can be removed safely without incurring
in any section renumbering.
