Hello Bill,

yes, that is intended.  If we have one file for the 1.0 version and one file
for the developement version, I do not expect the 1.0 file to be created before
the consensus is reached that the DEP is completed.  Therefore, I cheated a bit
to produce this patch, that modifies copyright-format/copyright-format-1.0.xml
despite it does not exist yet.  We could work that around, after all one would
just need to remember to remove ‘status="draft"’ in the file when copying it
from copyright-format/copyright-format.xml.  However, the patch modifies the
debian-policy package's makefiles in a way that 
copyright-format/copyright-format-1.0.xml
is anyway needed, so it will have to be applied last.
