I think that there is no patch in the BTS or in mailing lists that adresses Steve's concerns. That solves the problem. The only remaining modification needed (apart from non-normative corrections such as repairing the SPDX URLs) is to change the Format URL to the value that will be used on www.debian.org (see http://bugs.debian.org/640737). Then, work can be done on the www side by anybody who has commit rights (webwml group in Alioth, 211 members), except probably for the cron script that will install the files, as I expect that it can only be updated by an administrator of www-master (I suppose that they are not automatically updated from the debwww/cron.git repository).
