Well that's not true, plenty of packages successfully use Build-Depends-Indep (by doing the work from binary instead of build). Yes, it's suboptimal, but it doesn't make Build-Depends-Indep useless. And reassigning this bug to policy is just pointless when there's already years old bugs about this same issue and a lot more discussion and info.
