I'd always interpreted this to mean that it's the "portal" page for the piece of software, like either <http://hello.sourceforge.net/> or <http://sourceforge.net/projects/hello/> for a Sourceforge project - so it'd typically have a synopsis of the project and links to the download locations, VCS, bug tracker, documentation, etc. rather than just being a download location. In pkg-telepathy we use <http://telepathy.freedesktop.org/wiki/> as the HomePage, but <http://telepathy.freedesktop.org/releases/telepathy-glib/> (or whatever the specific package is) is what we list in the copyright file.
