How do you expect packages to maintain correct ownerships and permissions on files owned by dynamically created ids in the time period between unpack and when the postinstall is run without the use of dpkg-statoverride? Why do you think dpkg-statoverride was designed solely for a local admin and not for package use? What gave you that impression and where did you read it?
