It's an additional requirement over the current Policy statement, but according to previous statements by ftpmaster, it reflects what's currently being enforced during NEW processing. A good overview of what you need is behind this mail. and separate e-mail messages from ftp team members in other threads have made it clear that they mean specifically debian/copyright.
