I disagree that this is 229357. That bug is about Build-Options. This is a new proposal to *unconditionally* use build-arch in dpkg-buildpackage -B. Normally I would agree with you, but there has been no visible forward motion on any such flag since 2007. build-arch has been part of policy since 200*1*.
