How about other things tightly integrated to some part of the X window
system. There aren't that many Xt applications, but they use files in
/etc/X11/app-defaults/ to configure at least the interface, so this
should still be allowed.

I also think "window managers and display managers" is too strict. I
think it should rather be something that is not primary an single
application that happens to use X but everything that extends X in some
way (for example X Input Methods, or for example my package choosewm).
