Personally, I think it would be a mistake to move the specification of file formats into dpkg documentation and out of Policy. It's one thing to move to dpkg documentation things that only dpkg cares about, but Policy is in essence the standards body and interface specification for the Debian packaging format, whereas dpkg is just one implementation.
