Huh, there is indeed, but I'm not sure why.  Those pages are generated
from DebianDoc-SGML source and there isn't anything strange that I can see
about the SGML source:

        The package management system manipulates data represented in
        a common format, known as <em>control data</em>, stored in
        <em>control files</em>.
        Control files are used for source packages, binary packages and
        the <file>.changes</file> files which control the installation
        of uploaded files<footnote>
            <prgn>dpkg</prgn>'s internal databases are in a similar
            format.
        </footnote>.
      </p>

I assume it must be a bug in debiandoc-sgml, but it's a very strange one.
I'll file a bug against that package.
