The discussion is a bit confused, there's 2 not directly related issues:
a) the format in which the desktop entries are specified: i.e. menu file
versus .desktop file

b) how we use those entries to build the menu

incorrect: the desktop-entry standard [1] specifies a boolean key 'terminal'
to do exactly that
In general I'm not aware of anything that can be specified in a menu file
that can't be specified in a .desktop file (though I haven't sat
