It's fine that gnome has it's own way; in the cases where gnome is
running, sensible-browser should still be called, as it obeys the
gnome configuration if BROWSER is not set.[1] This allows gnome to
obey BROWSER if set, and if not, use gnome-www-browser, which should
"do the right thing".

BROWSER should override the browser setting for everything, even when
there is a settable setting in gnome's UI.
