I've not proposed to "put all that in debian/whathaveyou". I've proposed to put the interface offered/needed by required (end eventually other) components of debian/ not in a file that might be, it self, one of those components. As Branden already pointed out your might be a bad idea. If you put a tag you'll patch the problem, show restricted prospecitves, and add more burden to the same component, while we need a more complex structure, flatten the resonsibilities of each component and eventually create new one. Small, fast and agile components with one precise objective.
