Sure, Debian should be consistent, but integrated environments should be too. These goals are in conflict. I don't really understand your ~/.sensible-browser proposal. What exactly would it contain? Who would read it? When would it be written? What happens if multiple programs want to write it at the same time? How does the user change it if programs are changing it?
