I read it as Santiago want to delegate this decision to the debian-policy mailing list. That why I originaly seconded the proposal to add /run. It is probably inappropriate to discuss that in a bug report against debian-policy, since it is not a policy change, but please note the bug was reassigned by Santiago and not by Jamie or me.
