Which seems like a good enough reason not to forbid it.

True, which seems like a good enough reason not to require it.

So, at the moment, dh_testroot in the clean target is not required,
but not forbidden.  We can see that there are good reasons not to
require it and not to forbid it.  So we're doing the right thing
already, and I see no reason to discuss it further.
